Is it legal for an employer does not pay for my break if working six hours a quarter? ?

My boss told me that I allowed a break of 15 minutes Time of one hour six years, I read the employee handbook and says the same … I still think that illegal.

not all states mandate to provide breaks, breaks in many states are just a social issue ……………….
